JABETH SENA JEPATH A. DACANAY has extensive experience and background in the maritime industry having served the Maritime Industry Authority (MARINA), the country’s shipping regulator, for almost two decades starting from its Franchising Services and later on its Legal Services.
Ms. Dacanay was appointed as Deputy Executive Director of the MARINA STCW Office and, in a concurrent capacity, as Chief of Staff of then MARINA Administrator Dr. Maximo Q Mejia Jr from 2013 to 2016. Ms. Dacanay also served as Chief of Staff of MARINA Administrator Atty. Hernani A. Fabia from 2021-2023.
Ms. Dacanay serves as counsel of numerous shipping companies for vessel acquisition, importation, and operations.
She graduated from the World Maritime University (WMU) in Malmo, Sweden in October 2003 with the Degree of Master of Science (MSc) in Maritime Affairs and has attended the Education for Professional Excellence in Maritime Administration Program at the same University.
Ms. Dacanay is a research fellow at Cardiff University in United Kingdom and worked as legal adviser and researcher at the Seafarers Rights International in London, United Kingdom. Her vast knowledge and practice on international laws, maritime conventions and contemporary issues on the maritime industry and maritime affairs has brought to fore her significant exposure and participation to legislative and administrative undertakings that transformed various International Maritime Organization (IMO) Conventions to domestic legislation and regulations.
Ms. Dacanay obtained her Bachelor of Laws degree from the Far Eastern University in 1997 and was admitted to the Philippine Bar in 1998. She is a member of the Quezon City Chapter of the Integrated Bar of the Philippines.
